Fred Bowker, Associate

Fred Bowker completed a three-year program in Civil Engineering Technology at Ryerson in 1976 and joined Alberta Transportation that same year. In 1995,he began to support Transportation's Environmental program and, in 2002, he completed the certificate program in Environmental Resource Management at the University of Alberta.

Fred has worked as an environmental coordinator and a project manager for Alberta Transportation and Infrastructure for the last 16 years and has gained a wide range of experience in managing environmental issues related to highway construction. In addition, he has 35 years' experience in highway engineering in Alberta.
 
Fred has extensive experience managing contaminated sites, regulatory approvals and permits acquisition. He has experience developing Environmental Construction Operation Plans (ECO plans) for construction projects and Environmental Management Plans (EMPs) for highway maintenance contracts. He has gained valuable experience working with the regulatory and enforcement agencies of Alberta Environment, Fisheries Canada and Alberta Sustainable Resource Development.

He has promoted awareness and training to stakeholders and has developed a reputation for delivering projects on time and on budget.  Fred has conducted a significant amount of research on cost effective methods to reduce salinity in soils. He has a working knowledge of the Alberta Tier 1 and 2 Soil and Water Guidelines.

Fred began his career as a materials technologist and, for 14 years, he worked with a team of technical specialists that designed, tested and evaluated the performance of new materials used in all aspects of highway construction. He was heavily involved in the research of recycled asphalt pavements, pavement reinforcing membranes, crack fillers, emulsified asphalts, sulfur asphalt, rubber asphalt and the use of rubber crumb in seal coat applications.

Fred has been a member of the Alberta Society of Engineering Technologists (ASET) for 32 years and has recently applied for Professional Technologist (Eng.) status. He has been an Associate Member of the Environmental Services Association of Alberta (ESAA) since 2004.

On a personal note, Fred is bilingual, born in Warden, Quebec.  He is a volunteer with the Mill Woods Community Patrol and is also a member of the Freemasons of Alberta. As such, he is active in raising funds for the Masonic Higher Education Bursary Fund that promotes higher education to Alberta students in financial need.
